ROLE SUMMARY:
The Operations Manager Road, Air, Industrial and Rail Rescue (RAIR) provides organisational focus and oversight of VICSES RAIR operations to identify areas requiring improvement as well as identifying opportunities for improvement to maintain contemporary skills and methods of operations. This role provides subject expertise across VICSES and represents VICSES across the sector, maintaining compatibility and leading ongoing research for the service to maintain its status as the largest Road Rescue organisation in Victoria, aiming to lead the sector in this field.
The role works closely with internal business units, volunteers, and external emergency management agencies to ensure doctrine is integrated across planning, preparedness, training, and response. It provides direct leadership to the Operations Officer Capability Improvement, ensuring the effective delivery of improvements and building capability across the agency.
As part of the State Command Team, the role participates in the State duty roster, performs operational command functions, and contributes to Incident Management Team roles as required. The Operations Manager RAIR undertakes the role of State Agency Commander when required.
This role requires the ability to liaise with the various internal and external stakeholders and may be recalled to duty afterhours, including weekends, for emergency response to a Control Centre within 60 minutes.
This position requires a flexible, solutions-focused mindset and the ability to manage competing priorities in a dynamic environment.

Victoria State Emergency Service (VICSES) is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Energy, Environment and Climate Action (DEECA) during major bushfire and emergency incidents.
