ROLE SUMMARY
The Operations Manager Operational Doctrine is responsible for leading the development, implementation, and continuous improvement of VICSES' operational doctrine, including Standard Operating Procedures , Joint Standard Operating Procedures, work instructions, and operational policy. This role ensures VICSES maintains a consistent and contemporary operational approach that supports readiness, aligns with legislative obligations, and reflects sector best practice.
The role works closely with internal business units, volunteers, and external emergency management agencies to ensure doctrine is integrated across planning, preparedness, training, and response. It provides direct leadership to the Operations Officer Doctrine, ensuring the effective delivery of doctrine outputs and building capability across the function. The role involves close collaboration with all business units to ensure doctrine policy structure is developed, reviewed and maintained to suit VICSES requirements.
As part of the State Command Team, the role participates in the State duty roster, performs operational command functions, and contributes to Incident Management Team roles as required. The Operations Manager Operational Doctrine and Readiness also acts as a key conduit between the State Control Centre and VICSES State Operations, serving as the first point of contact in the State Control Centre for operational coordination and escalation during business hours, including assuming the role of State Agency Commander when required.
This role also requires the ability to liaise with the various internal and external stakeholders and may be recalled to duty afterhours, including weekends, for emergency response to a Control Centre within 60 minutes.

As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority, Fire Rescue Victoria, Parks Victoria and the Department of Energy, Environment and Climate Action during major bushfire and emergency incidents
