Collingwood English Language School (CELS) is the major provider of the New Arrivals Program in the North Western Victoria Region. It is a Foundation to Year 10 multi-campus school, providing full time, intensive English Language courses for newly arrived migrants and refugees with campuses located in Collingwood, Broadmeadows and Craigieburn. The South Morang campus opened in July 2023 (Term 3).
We provide a safe, supportive and stimulating learning environment where students prepare for a seamless academic, social and cultural transition to mainstream school or other educational pathways. We also support families and guardians to understand and engage with our school community and the Victorian Education system.
Students attend the New Arrivals Program for intensive English as an Additional Language courses for 6 months if educational background is age equivalent. Students with disrupted schooling often attend for 4 terms. Assessment and reporting reflect this context.
The ratio of teachers to students is 13:1. Multicultural education aides support teachers, students and families.

Collingwood Campus
Collingwood English Language School was established as a school in 1989. The Collingwood Campus is located in Cambridge Street, approximately one kilometre northeast of the city centre. This is the original campus.
Broadmeadows Campus
The Broadmeadows Campus is in Johnstone St, Broadmeadows and is part of the Dimboola Hub, sharing the oval with Broadmeadows Valley Primary School and Hume Central (Dimboola Rd Campus).
Craigieburn Campus
The Craigieburn Campus is located on Northleigh Ave, approximately two kilometres from the Craigieburn railway station and sits adjacent to Craigieburn South Primary School.
South Morang Campus
The South Morang Campus opened in July 2023 and is co-located with The Lakes South Morang College at 235 Gordons Road, South Morang.

Selection Criteria
- Ability to implement a range of small group and whole-school mental health prevention and promotion activities aimed at improving student mental health and wellbeing, including the delivery of capability building and awareness raising activities for staff and/or students on key mental health and wellbeing issues affecting the school’s student population.
- Demonstrated ability to input into the development, implementation and evaluation of processes and strategies aimed at enhancing mental health and wellbeing prevention, promotion and early intervention.
- Demonstrated experience in assessing, conceptualising and analysing wellbeing issues, and providing evidence-based direct counselling support to clients with a range of mental health needs.
- Demonstrated experience in coordinating supports for young people with complex needs including referrals to a range of specialist services as appropriate.
- Highly developed communication, networking and interpersonal skills including the ability to liaise effectively with a wide range of people.
- Clear understanding of legislative requirements regarding privacy of health information.
Role
- To enhance engagement and wellbeing, CELS builds effective and connected support structures around a young person. It builds the capacity for staff to respond to the needs of complex and vulnerable young people and provides a safe, stable and supportive environment for young people to learn.
- In the context of their settlement and adapting to a new culture and systems, the role of Mental Health Practitioner is to support secondary aged students and to provide intensive counselling to young people. The Mental Health Practitioner works collaboratively with the wellbeing team and liaises with teachers and families, to support young people dealing with challenging issues.
Responsibilities
Responsibilities:
- To work effectively as part of a team within an educational setting using high level communication and interpersonal skills.
- To apply a high level of cross-cultural competency across the school with a sound understanding of Trauma Informed practices
- In collaboration with leadership, support professional learning for teachers and education support staff, to build the capacity of schools to improve students¿ learning and developmental outcomes.
Duties:
- To support student¿s mental health through individual and group counselling
- Maintain detailed records of MHP work and the role for the purpose of reporting to DET and contributing to best practice at CELS
- To liaise with the wellbeing team to discuss issues and appropriate actions to support students
- To work with teachers and the wellbeing team to identify student mental health and wellbeing issues
- To implement programs, procedures and policies that foster resilience in young people and address their social, emotional and educational needs.
- To work effectively with young people and for more complex needs to support access to counselling services beyond the school
- Where appropriate, to liaise with key agencies to support the delivery of services on site at CELS
- Participate in the routines and activities of the school e.g. morning meetings, lunch, electives, outings, camps
- Attend MHP network, team and other meetings as relevant to the role as required.
- Other duties as assigned by the Principal.
Who May Apply
Required
- Applicants must be qualified as a psychologist, social worker, mental health nurse, occupational therapist or counsellor of a prescribed class. Specifically:
- For Psychologists, applicants must hold full registration with AHPRA
- For Mental Health Nurses, applicants must hold full registration with AHPRA and hold a postgraduate qualification in mental health
- For Social Workers, applicants must be eligible for membership with the Australian Association of Social Workers
- For Occupational Therapists applicants must hold full registration with AHPRA
- For Counsellors applicants must have completed a Bachelor or Master of Counselling and be a practising member of either the Australian Counselling Association (ACA) or the Psychotherapy and Counselling Federation of Australia (PACFA)
- Demonstrated direct counselling experience
- A current Working With Children Check.
Desirable
- For Psychology applicants, specialisation in educational and/or developmental psychology.
- For Mental Health Nurse applicants, holding a Mental Health Nurse Credential and membership with the Australian College of Mental Health Nurses.
- For Social Work applicants, membership with the Australian Association of Social Workers and an Accredited Social Worker Trade Mark.
- For Occupational Therapy applicants, a Better Access to Mental Health Endorsement.
- For Counselling applicants, Level 3-4 registration (ACA) or a Registered Clinical Counsellor endorsement (PACFA).
