About the role:
The Manager, Sourcing and Contracts leads the sourcing and contract assurance function for eHealth, delivering services across the division and to the Department of Families, Fairness and Housing through the shared services agreement. This senior leadership role is responsible for establishing, implementing and continuously improving the Sourcing and Contracts function. Its remit includes procurement delivery, contract lifecycle planning, commercial visibility and value reporting, procurement governance, risk and assurance, and procurement capability uplift. The role also oversees the forward procurement pipeline to support strategic planning, continuity of services and the identification of commercial opportunities. Managing a specialist team, you will provide authoritative advice on complex, high-value and high-risk data, digital and ICT procurements. You will work closely with the Chief Procurement Officer, central procurement team and other departmental stakeholders to strengthen governance and assurance, optimise commercial outcomes and manage financial, contractual and probity risks.

About you:
You are an accomplished procurement and commercial leader with experience leading specialist teams and overseeing complex sourcing and contracting portfolios. You combine strategic thinking and sound commercial judgement with a detailed understanding of Victorian Government procurement, financial, governance and probity requirements. You can establish and improve operating models, governance arrangements and portfolio management approaches, rather than simply administering existing processes. You are comfortable advising senior executives, leading complex negotiations and influencing stakeholders with competing priorities. You bring a future-focused approach to contract lifecycle planning, commercial visibility, and value generation, while maintaining a strong commitment to integrity, collaboration and public sector outcomes.
A tertiary qualification in a field relevant to procurement and/or business systems, or equivalent, is highly desirable.
