The Department of Transport and Planning brings together all transport modes to design, plan, build and operate Victoria’s transport system. Our work integrates the network and improves services to create simpler, quicker and safer journeys for all Victorians.
Network Operations, part of Transport Services, oversees day-to-day network operations, emergency response, incident management and compliance across the system. The Network Safety branch ensures that safety governance, oversight and assurance are embedded across public transport operations.
About the role
As Manager Safety Performance and Assurance (VPS6), you will lead strategic safety assurance for Victoria’s public transport services. Working with operators, regulators, and safety partners, you’ll ensure compliance with legislation, franchise and contractual obligations, while developing strategies to address emerging safety challenges. You’ll manage a small team, oversee governance through the Network Safety Assurance Plan, and provide high-quality advice and reporting to support risk management, mitigation and continuous improvement.
What you’ll bring
We’re looking for an experienced safety leader with strong knowledge of regulatory and contractual safety frameworks, ideally within complex or regulated transport environments.
You’ll bring experience in people management, stakeholder engagement, risk-based safety assurance, and the ability to deliver clear, high-quality advice and reporting. Your strong communication and analytical skills will enable you to influence stakeholders and contribute to a safer, more resilient transport network.

Qualifications and experience
• Tertiary qualification in occupational health and safety, risk management, transport, engineering or public policy
• Knowledge of public transport operations and key Victorian safety stakeholders
