Manager - Regulatory Reform, Operations and Delivery
- Salary: $142,790 - $191,084 (Plus Superannuation)
- Fixed term role: 30 June 2027

The Role
The Manager - Regulatory Reform, Operations and Delivery leads a small agile team delivering on the government's commitments to reform the Apprenticeship and Traineeship sector to deliver improved safety and quality standards within the Apprenticeships Victoria Branch.
Main accountabilities:
- Lead an agile team focused on delivering the design and implementation of the reform agenda associated with the Apprenticeship Taskforce recommendations.
- Proactively identify and act on emerging risks, issues, and opportunities to deliver project outcomes and effectively managing contributions from team members and external collaborators and stakeholders.
- Proactively support the Project Director in their management and coordination of inter-departmental governance and executives to achieve strategic alignment and agency role clarity for timely decision-making and effective rollout of the reforms.
- Lead consultation with stakeholders (internal and external) on the development of robust policy and operational guidance relating to legislation, regulations (including RIS) and cabinet and budget submissions.
The Team
The position of Manager - Regulatory Reform, Operations and Delivery forms a part of the Apprenticeships Victoria branch within the Skills & TAFE group.
Skills & TAFE focuses on enabling Victorians to access the knowledge, skills and attributes they need to participate in today's workforce, prepare for future jobs, and achieve their educational aspirations.
About You
The successful candidate will ideally have the following skills and experience:
- Specialist Expertise: Deep knowledge and experience in designing policy to deliver legislative reforms including operationalising legislative change and an understanding of regulation and costing and funding models including state budget processes.
- People Management and leadership: Experience in leading agile teams using effective people management and modelling that aligns with the organisational values and goals.
- Project Management: Possesses a deep understanding of political sensitivities to actively champion the project, provides guidance and support to project managers to identify risks and overcome obstacles, quickly sums up complex options and recommends a clear way forward and monitors overall project performance against project plans.
