About the Department
The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. In this context, the VCAA is responsible for developing high-quality curriculum and assessment products and services.
The VCAA is a registered foundational and senior secondary awarding body with the Victorian Registration and Qualifications Authority (VRQA). As part of its functions, the VCAA develops policies, criteria and standards for:
The VCAA develops strong relationships with the government, Independent and Catholic school sector, other national and interstate curriculum authorities, academics in the field, teacher/subject associations and, most importantly, with Victorian educators.

About the Division
Corporate Services Division provides enabling services to support the operation of the VCAA with communications, engagement, data and analytics, legal policy, finance, human resources, technology infrastructure and applications.
Corporate Services is focussed on delivering high quality, innovative services and operating as a strong collaborative partner to the Curriculum and Assessment Divisions to support delivery of the VCAAs vision and mission.
The IT Projects Unit in the IMT branch manages formal IMT project delivery, including planning, governance, reporting, risks, issues and dependencies, and coordinates cross-unit delivery where structured project management is required.
About the Role
We are looking for an experienced Manager, Project Delivery to lead VCAA's IT Projects Unit and drive the successful delivery of significant and complex ICT projects.
You will lead and support project managers, oversee project priorities and capacity, and provide hands-on leadership for major projects. Working closely with business and technology stakeholders, you will ensure projects are well planned, effectively governed and delivered against agreed outcomes.
You will provide authoritative advice on project risks, dependencies, resources and performance, while building project management capability and promoting consistent, transparent and accountable delivery practices across IMT.
The role will also play a key part in embedding consistent ways of working across the Branch, including common approaches to planning, delivery cadence, reporting, governance and the use of Jira.

Desirable Qualifications and Experience
Essential:
Demonstrated senior-level business analysis experience in government or a similarly complex environment, including the ability to lead complex analysis activities, define business needs, translate requirements into viable solutions and support delivery across ICT systems, applications, digital services or projects. Proven experience leading and developing business analysts or related professionals, including mentoring others, setting priorities and ensuring high-quality outcomes. Strong stakeholder engagement, negotiation and strategic advisory skills, with experience working across business and technology functions.
Desirable:
Experience in business relationship management, service improvement or digital transformation in a public sector context. Experience working in agile or project delivery environments and contributing hands-on to business analysis tasks where required. A tertiary qualification in business, public administration, management, information technology, commerce or a related discipline. Relevant professional certification or formal training in business analysis, business relationship management, project management, service management or change management would be advantageous.
