The Role
The Manager, Policy is based within the Aboriginal Economic Development Branch and is responsible for providing strategic advice to strengthen Aboriginal economic development and industry engagement across Victoria. The role supports the implementation of the Culture, Wealth Creation and Accountability pillars under the Yuma Yirramboi Strategy and works closely with Aboriginal communities, government stakeholders and industry partners to identify opportunities that drive economic participation and prosperity for Victorian First Peoples communities.
This role is suited to a highly collaborative and strategic policy professional with strong stakeholder engagement skills, experience navigating complex policy environments and a demonstrated commitment to self-determination and culturally informed practice. The position also contributes to Treaty implementation activities and the department's response to the Yoorrook Justice Commission.
Main Accountabilities
• Manage and promote strategic directions arising from the Yuma Yirramboi Council and support policy and program development across the department.
• Lead projects and develop evidence-based advice that prioritises wealth creation and economic development outcomes for First Peoples communities in Victoria.
• Build and maintain collaborative relationships across government, industry and First Peoples stakeholders to support employment and economic development initiatives.
• Prepare high-level strategic advice, reports, submissions, briefing papers and correspondence for senior executives and Ministers, including on sensitive matters.
• Drive continuous improvement of economic development frameworks, processes and partnerships to improve outcomes for First Peoples communities.
The Team
The position of Manager, Policy forms a part of the Aboriginal Economic Development Branch within the Economic Policy, Programs and Services Group.
The Economic Policy, Programs and Services Group supports sustainable economic development and employment growth for Victoria through policy design, research, analysis, project management and program delivery. The Aboriginal Economic Development Branch supports First Peoples self-determination through employment and economic development initiatives and leads implementation of the Yuma Yirramboi Strategy – the State's shared vision to achieve economic parity between First Peoples and non-First Peoples in Victoria within a generation.
About You
You will bring demonstrated experience building and maintaining strong relationships with Victorian First Peoples communities and stakeholders, alongside a strong understanding of Aboriginal community priorities, culture and contemporary issues impacting First Peoples communities.
You will also have proven policy capability, including researching, developing and implementing policy and program initiatives, preparing strategic advice and engaging collaboratively with stakeholders to improve economic and community outcomes. Experience leading projects, influencing senior stakeholders and delivering outcomes in complex environments will be highly regarded.
