The Department of Education leads the delivery of education and development services to children, young people and adults both directly through government schools and indirectly through the regulation and funding of early childhood services, non-government schools and training programs.

About the Division
The Major Projects and Property Division is responsible for delivering educational infrastructure projects and programs, including the acquisition and management of land as well as delivery of capital infrastructure projects.
About the Role
Located in the Property Unit, the Program Manager role is responsible for manging the Land Acquisition Site and Infrastructure team.
The VSBA's Land Acquisition program is a fast-paced, responsive environment made up of three teams: Forward Planning, Site & Infrastructure and Delivery. Team members collaborate to deal responsively with a range of high-volume, high impact projects.
The role is responsible for managing a team delivering on the land acquisition program for future government schools and early childhood. The role is required to provide leadership on the VSBA's strategies for acquiring land and managing site related issues in order to meet specified timeframes. A strong working knowledge of matters affecting land acquisition and development is necessary along with a proven track record of managing and motivating a professional team.
This is a 12 month fixed term role.

The successful candidate will be required to lead the team to undertake due diligence and land preparation activities including procurement and management of consultants and contractors, analysing and interpreting technical reports (including but not limited to contamination, geotechnical, ecological, cultural heritage, engineering, drainage and survey) and identifying risks and mitigation measures to ensure the successful delivery of the land acquisition program.
The incumbent provides guidance and strategic support throughout the program lifecycle, as well as ensuring alignment with objectives in the relevant entity/group and across the department.
Required: Relevant tertiary qualification in property, environmental engineering, civil engineering or related field Required: Understanding of the Victorian land and property legal system
Required: Property (land) related advisory experience
Required: Experience in project management, including in the construction field
Required: Thorough knowledge and application of applicable Victorian Government Land Policies
Required: Experience with compulsory acquisitions and the impacts to the land development process
Required: Experience in managing site issues relating to land development including contamination, geotechnical, ecological, cultural heritage and servicing
Required: Demonstrated experience undertaking procurement related roles and working within procurement policies and procedures
Required: Demonstrated experience leading teams and staff development
Required: Demonstrated knowledge and application of the land titles system and planning system
Desirable: Experience working for a government agency
