Manager, International Finance
- Salary: $138,631 - $185,518 (Plus superannuation)

The Role
As a Manager, International Finance, you will work closely with the client group to provide a dedicated lead point of service for Finance advice and the delivery of Finance services across a range of Finance functions including financial systems, investment strategy, financial performance, international office financial operations, compliance with legislative and department policies and the resolution of complex, sensitive or contentious international financial management issues. The Manager, International Finance will work closely with the Operations Manager VGTI Offices, Commissioners for Victoria, and VGTI Office/Administration Managers to support the financial management operations and finance requirements of the international offices and provide authoritative advice to the client group on financial matters.
This role will require someone with strong finance, financial systems, communication and interpersonal skills with the ability to influence senior stakeholders in relation to complex and sensitive finance issues. The Manager, International Finance role will manage the Senior Finance Business Partner – International Finance role. The successful applicant will work effectively as a member of a team, enjoy flexible working arrangements and undertake a wide variety of work across the division.
Key accountabilities include:
- High level expertise in the field or discipline
- Through a business partnership model, provide dedicated support and advice to the client group on complex investment, budget and finance policy matters, compliance with legislative requirements and develop solutions which meet the finance needs of the international business and are aligned to the organisational objectives.
- Support a wide range of finance activities and requirements associated with the on-going development, monitoring and reporting of the international VGTI offices' budget and financial performance in accordance with agreed outcomes, including:
- Providing analysis, support and advice regarding the development and review of cabinet submissions, funding proposals, briefings, reports and information including those for Cabinet Committees, the Public Accounts and Estimates Committee and State Budget Papers.
- Providing strategic financial and budget management deliverables and advice to senior management/client group focused on ensuring that there are sustainable budget strategies, and that strategies are in place to identify and manage risks to DJSIR's and the State's financial position.
- Manage and oversee the VGTI office's financial transactions including managing the existing finance resource who processes the VGTI offices' monthly reimbursements, manage and advise on the financial set-up requirements of a new (and closing) international offices, manage the coordination of relevant audit and financial risk activities, manage the establishment of annual budget exchange rates, manage and advise on the international office floats and advance processes as required.
- The development of key financial frameworks and policies to support the VGTI offices;
- Support financial systems and processes as required and facilitate external expert advice on complex international financial/accounting issues where the expertise exists outside Departmental Finance; and
- Support the preparation and development of the monthly performance reporting including variance analysis and forecasting,
and the development of the annual VGTI offices' budgets.
- Manage and coordinate a small team within Finance to work with the Operations Manager VGTI Offices, Commissioners for Victoria, and VGTI Office/Administation Managers to support VGTI international offices' financial transactions and day-to-day operational financial activities.
- Subject matter expert that conceptualises, initiates, implements, promotes and evaluates complex and innovative technical programs
- Share information and work collaboratively across the Finance, Investment and Procurement branch, other Corporate Services Group branches and subject matter experts on complex financial management matters, to ensure the delivery of consistent and integrated support to the the VGTI office network.
- Prepares technical reports at an authoritative level
- Provide adhoc financial support as required by the Operations Manager International VGTI offices and Commissioners for Victoria.
- Develops briefs on highly complex issues that provide options for decision within an organisation
- Prepare and present detailed analysis, reports, briefs, letters and correspondence on finance policy and finance operational issues as required. Lead, assist and influence the development of key financial frameworks and policies. This includes supporting and advising on the financial integrity framework and transactions of the VGTI network.
- Explains highly complex concepts, ideas and issues to an executive (i.e. non-expert) audience
- Uses knowledge of structures, processes and culture of government, the sector and the department to develop policies and new program or project initiatives
The Team
The position of Manager, International Finance will work within Finance, Investment and Procurement branch, which sits within Corporate Services group.
Finance, Investment and Procurement branch supports best practice resource allocation, budget and financial management and procurement across the department. It does this through the provision of strategic advice to the senior Executive and Ministers, development and implementation of frameworks, policies, systems and internal controls in accordance with the Financial Management Act 1994, other relevant legislation, accounting standards and Department of Treasury and Finance and Victorian Government Purchasing Board requirements. The branch includes the Procurement Centre, Partnering and Reporting Team, Strategy and Investment Team, Financial Services Team and the Group Reporting and Operations Team.
