About the Division
Corporate Services Division provides enabling services to support the operation of the VCAA, including communications, engagement, data and analytics, legal policy, finance, human resources, technology infrastructure and applications.
Corporate Services is focused on delivering high quality, innovative services and operating as a strong collaborative partner to the Curriculum and Assessment Divisions to support delivery of the VCAA's vision and mission.
The Business Relationship and Engagement Unit, as part of the wider Information Management and Technology Branch, plays a key role in strengthening engagement between business areas and ICT functions, ensuring business needs are translated into effective digital, system and service outcomes.
Role Purpose
The Business Relationship and Engagement Manager leads the ICT business analysis and business relationship management function to deliver high-quality, strategically aligned services across ICT systems, applications, digital services and projects.
The role provides authoritative strategic advice on ICT business needs, digital opportunities, service reform, investment priorities and emerging technology issues. It also leads enterprise-wide engagement with business areas to identify priorities, shape demand and support viable initiatives and implementation planning.
This position is responsible for leading a high-performing team, driving continuous improvement in business analysis and engagement practices, and building strong collaborative relationships across the VCAA, the Department of Education and relevant external stakeholders.

Qualifications and Experience
Essential:
Demonstrated senior-level business analysis experience in government or a similarly complex environment, including the ability to lead complex analysis activities, define business needs, translate requirements into viable solutions and support delivery across ICT systems, applications, digital services or projects. Proven experience leading and developing business analysts or related professionals, including mentoring others, set ting priorities and ensuring high-quality outcomes. Strong stakeholder engagement, negotiation and strategic advisory skills, with experience working across business and technology functions.
Desirable:
Experience in business relationship management, service improvement or digital transformation in a public sector context. Experience working in agile or project delivery environments and contributing hands-on to business analysis tasks where required. A tertiary qualification in business, public administration, management, information technology, commerce or a related discipline. Relevant professional certification or formal training in business analysis, business relationship management, project management, service management or change management would be advantageous.
