Manager, Budget Planning
• Salary: $138,631 - $185,518 plus superannuation

The Role
The Manager, Budget Planning plays a critical leadership role in strengthening the department's long-term financial sustainability. The role is responsible for developing and implementing policies, frameworks and processes that support effective budget management, including identifying risks, funding opportunities and efficiencies, and assessing competing priorities. You will lead key initiatives, contribute to whole-of-government processes such as the State Budget, and provide strategic advice to senior executives and Ministers. This role suits a strategic thinker and problem solver who thrives in a complex environment, enjoys influencing outcomes across an organisation, and has a strong interest in government policy and financial management.
Main Accountabilities
• Develop and implement policies, frameworks and processes to support a sustainable departmental budget, including identifying risks, funding opportunities and efficiencies
• Partner with stakeholders to develop medium- and long-term financial sustainability strategies aligned to departmental objectives
• Lead the development of policies, strategies and narratives for budget submissions and key government processes
• Provide high-quality reports, briefings and advice to executives and Ministers on budget challenges and sustainability issues
• Lead and manage team performance, fostering a collaborative, high-performing and values-based culture
The Team
The position of Manager, Budget Planning forms a part of the Finance, Investment and Procurement Branch within the Corporate Services Group.
The Corporate Services Group delivers specialist functions including finance, procurement, governance, legal, people and culture, and technology services. It supports the department to operate effectively while enabling strategic outcomes for Victoria.
The Finance, Investment and Procurement Branch provides strategic financial advice, develops policies and frameworks, and ensures best practice resource allocation and financial management across the department.
About You
• Demonstrated expertise in strategic planning and financial analysis, with the ability to assess complex issues and provide sound advice considering short-, medium- and long-term impacts
• Strong communication and stakeholder engagement skills, with the ability to influence, negotiate and present complex information clearly
• Proven ability to translate policy and strategic plans into practical actions and outcomes
