Learning and Development Manager

About the Role:
The Learning and Development (L&D) Manager is a recognised specialist responsible for leading the design, delivery, and continuous improvement of Energy Safe Victoria's learning and capability development strategy.
This role manages a complex function requiring deep expertise in adult learning principles, leadership development, and organisational capability uplift.
Operating with a high degree of autonomy, the L&D Manager influences organisational outcomes by providing expert advice, shaping policy, and driving initiatives that build a future-ready, agile workforce.
You will contribute by:
Strategic Leadership and Expertise
- Develop and implement a whole-of-organisation L&D strategy that supports leadership development, employee growth, and technical capability uplift.
- Develop and implement enterprise-wide L&D strategies aligned with organisational objectives and relevant frameworks.
Capability Development and Change Enablement
- Design and deliver leadership and technical capability programs that support succession planning and cultural transformation.
- Design and deliver leadership development programs that build capability at all levels.
Operational Autonomy and Innovation
- Independently change methods or processes within the L&D function to improve outcomes, ensuring compliance with relevant frameworks.
- Operate with a high degree of autonomy to lead learning and capability development initiatives within the organisation's strategic and policy framework. Apply specialist expertise to design and deliver solutions that align with broad organisational objectives while exercising independent judgment in complex and evolving contexts.
Team Leadership and Development
- Take personal responsibility for achieving team objectives and organisational priorities.
- Monitor team progress, intervene when necessary, and systematically discuss development needs with team members.
Stakeholder Engagement and Influence
- Negotiate, influence, and advise on complex technical and commercial issues to reach agreement on plans and schedules.
- Tailor communication to meet the needs of diverse stakeholders and anticipate critical information requirements.

To be successful, you'll have:
- Proven Strategic Leadership in Learning and Development
Demonstrated experience in developing and implementing enterprise-wide L&D strategies that align with organisational objectives and relevant frameworks. Ability to identify current and future skill gaps and design targeted learning pathways to build organisational capability.
- Expertise in Adult Learning and Capability Development
Deep understanding of adult learning principles, instructional design, and modern learning methodologies, including blended and digital solutions. Proven success in embedding learning into the flow of work and fostering a culture of continuous learning.
- Experience Driving Organisational Change through Learning Initiatives
Demonstrated ability
to design and deliver leadership and technical capability programs that support succession planning, cultural transformation, and organisational agility. Skilled in anticipating emerging trends and legislative changes to inform strategy.
- Operational Autonomy and Innovation
Ability to operate with a high degree of autonomy, applying specialist expertise to design and deliver solutions within broad policy objectives. Proven capacity to independently change methods or processes to improve outcomes while ensuring compliance with regulatory frameworks.
- Team Leadership and Development
Strong leadership skills with experience in managing and developing high-performing teams. Ability to monitor progress, address challenges, and create practical development plans that encourage self-directed growth and build team capability.
- Stakeholder Engagement and Influence
Exceptional ability to negotiate, influence, and advise on complex technical and commercial issues. Skilled in tailoring communication for diverse stakeholders and providing expert, evidence-based advice that shapes organisational decisions.
- Data-Driven Decision Making and Continuous Improvement
Experience in establishing metrics to evaluate learning program effectiveness and using data and feedback to drive continuous improvement. Ability to provide timely analysis and recommendations to ensure compliance and alignment with organisational objectives.
- Experience with learning management systems and digital learning platforms.
- Experience designing and implementing Capability Frameworks.
- Minimum 5 years' experience in a senior L&D or capability development role.
- Tertiary qualifications in Human Resources or Organisational Development.
- Familiarity with Victorian Public Sector frameworks and values is advantageous.
