About the Role:
The IT Contract Coordinator reports to the Head of Information Technology and is responsible for the effective management of ICT procurement, contracts, and software licensing arrangements across the agency. This role plays an important part in supporting the delivery of technology services by supporting the end-to-end sourcing activities and ensuring contractual compliance.
Supporting the IT management team and working closely with internal stakeholders, including Legal, Procurement and Finance, the position ensures that all technology-related contracts and sourcing processes align with Energy Safe policies and public sector procurement frameworks and deliver value-for-money outcomes.
You will contribute by:
- Administer ICT Contracts and Agreements – Report and oversee the lifecycle of ICT contracts, including execution, renewals, variations, compliance monitoring, and terminations, ensuring obligations are met.
- Manage Software Licensing - Maintain accurate records of software licences and usage; ensure compliance with licensing agreements and support renewal and true-up activities.
- Support ICT Sourcing Activities - In consultation with the IT Management team, plan and deliver end-to-end sourcing initiatives for ICT hardware, software, and services to meet agency needs, ensuring compliance with relevant procurement frameworks and policies.
- Monitor and Report on Spend, Performance and Risk – Track financial payments and support the review and reconciliation of contract spending, and assess supplier delivery against KPIs, and identify risks and opportunities for continuous improvement.
- Negotiate and Finalise Contracts – Support the IT Management team with the commercial evaluation and negotiations on contract terms, pricing, service levels, and performance metrics to achieve value-for-money outcomes.
- Collaborate with Legal and Procurement Teams - Work closely with internal Legal, Procurement, and Finance teams to ensure contracts are legally sound and procurement activities are well documented align with Energy Safe policies.
- Support Strategic Procurement Planning - Contribute to the development and execution of ICT procurement strategies, supporting long-term planning, budgeting, and vendor selection.
- Enable Procurement Maturity and Compliance - Promote and support good procurement and contract management practices across IT, contributing to improved capability, compliance, and strategic alignment.
- Manage Purchasing and RFx Processes - Develop, coordinate, and manage Purchasing, RFx (RFP, RFI, RFQ) activities including purchase orders, documentation, issue, evaluation, and recommendation of responses in collaboration with stakeholders., coordinate, and manage Purchasing, RFx (RFP, RFI, RFQ) activities including purchase orders, documentation, issue, evaluation, and recommendation of responses in collaboration with stakeholders.
To be successful, you'll have:
- Demonstrated experience in end-to-end ICT procurement and contract management - Proven ability to support sourcing initiatives, manage RFx processes, and administer complex ICT contracts in accordance with public
sector procurement policies and frameworks.
- Comprehensive understanding of ICT contract governance and licensing - In-depth knowledge of software licensing models, vendor management practices, and contract compliance requirements, including experience maintaining accurate licence registers and managing renewals.
- Certifications in procurement or contract management, or Certificate IV in Government Procurement and Contracting).
- Excellent communication, stakeholder engagement, and influencing skills - Strong interpersonal skills with the ability to collaborate effectively across multidisciplinary teams, provide clear and timely advice to stakeholders.
- Analytical and problem-solving capability - Ability to review and interpret contractual documentation, identify risks and opportunities, and contribute to implementing contract and procurement improvements that align with organisational objectives.
- Practical working knowledge of government procurement policies, standards, and legislation - Familiarity with relevant procurement legislation, Victorian Government Purchasing Board (VGPB) guidelines, and ICT sourcing best practices in a public sector context.
- Tertiary qualification in Business, Commerce, Law, Information Technology, Procurement, or a related discipline, or equivalent relevant experience.
- ITIL Foundation or related ICT governance certification (e.g. COBIT) is advantageous, particularly where the role interfaces closely with IT service delivery or vendor performance management. Energy Safe may ask to sight original qualification documents as evidence of a qualification being recognised in Australia.
- Experience using specialised Contract Management software such as Vendor Panel (Desired)
