The Department of Justice and Community Safety is seeking an Investigator to provide a critical role within Local Government Inspectorate.
About the Business Unit
Under the leadership of the Chief Municipal Inspector, the Local Government Inspectorate (LGI) is an independent administrative office hosted by the Department of Justice and Community Safety. It is the dedicated integrity agency for local government focussing on investigations for offences and compliance with the Local Government Act 2020 (Act).
The key functions of the Inspectorate include:
- Investigating alleged breaches and offences against the Act.
- Monitoring governance arrangement of councils.
- Investigating alleged breaches of electoral provisions.
- Targeted governance examinations and broader systemic reviews of councils for governance requirements.
- Investigating allegations of serious or gross misconduct by councillors and senior council staff.
- Collaborating with the Victorian Government Solicitor to undertake prosecutions for breaches of the Act.
- Advising the Attorney General and Minister for Local Government where there are significant failures of council to provide good governance.
About the Role
As an Inspector of Municipal Administration, you will participate in the key functions of the Inspectorate, including the assessment of complaints, conducting initial action enquiries and subsequent investigations. This includes making enquiries with councils, complainants, and witnesses, documenting all actions and activity.
The role also includes assisting in the development and delivery of proactive governance examinations of councils and assisting in broader reviews of systemic issues across the local government sector.
Assessment and investigation functions must be conducted, in an effective, efficient, fair and timely manner to ensure the integrity and transparency of local government in Victoria.
Some of your duties will include:
- Review in jurisdiction complaints to assess the required response by the LGI in consideration of the Act.
- Recommend and initiate the required response to the issues raised (i.e., Audit, Investigate, Escalate, Refer or close) in consultation with the relevant senior managers.
- Conduct initial action investigations and enquiries to substantiate or disprove the allegations of the complaint.
- Carry out formal investigation or examination processes through the collection, collation, recording of evidence and information.
- Regularly prepare clear and concise written reports or briefs to accurately represent the LGI work

About you
To be successful in this role, you will have:
- Analytical Problem Solving: Ability to use innovative thinking and analytical skills to gather, collate, analyse and respond to information.
- Investigation and Examination Skills: Ability to conduct investigations and examinations under direction within tight timeframes and in a sensitive environment.
- Report and Brief Preparation: Ability to compile and support the preparation of evidence based reports and briefs of varying complexity, in consideratio
n of legislation, criminal procedures and rules of evidence. Clear and concise written communication skills are highly regarded.
- Knowledge of Legislation: Demonstrated understanding of the Act or experience of assessing information in accordance with regulatory Acts.
Qualifications/requirements
- Current Victorian Drivers Licence;
- Some out of hours work will occasionally be required including overnight travel to regional Victoria;
- An appropriate tertiary qualification in the field of law or commerce or related discipline or investigatory experience is highly desirable.
