The HR and Business Services supports the effective delivery of school business operations across Parkville College campuses, including Parkville, Cherry Creek Secure Care, Malmsbury, and the Administration Building. The role provides high-quality support across human resources, finance, and general administration, ensuring all processes are completed accurately, efficiently, and in accordance with Department of Education policies, procedures, and compliance requirements.
Range 3 is distinguished by the introduction of management responsibility and accountability for the delivery of professional support services. The role will usually impact beyond the work area or professional field. It seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, operations or educational programs.
Direction on targets and goals is provided but the position will have some degree of latitude in determining how they are achieved. This latitude will generally be limited by standard procedures and school policy. Deviation from standard procedures and school policy will require guidance and direction from senior management.
The provision of business management responsibilities becomes a feature at range 3. Management of staff to achieve the expected outcomes is a key responsibility. Staff management issues will be resolved with minimal reference to senior management, although guidance will be required in more complex cases. Senior management will be provided with timely reports and advice, although this will generally be confined to matters relating to the immediate work area, service provision or educational program and is unlikely to impact substantially on whole of school operations.
This is the minimum range for positions that carry a mandatory qualification requirement of not less than four years. Professional student support positions become a feature at range 3 (e.g. therapists, psychologists) where standard professional services are delivered. Professional support and guidance will be close at hand and deviation from standard procedures and school policy will require guidance and direction from senior management.
An education support class position supports the educational services being provided to students, but must not include duties of teaching as defined in clause 2.6.1 of the Education and Training Reform Act 2006 (Vic) or its successor. Supervision of students cannot be required except where it is an integral part of the employee¿s position or involves supervision of students individually or in small groups, in controlled circumstances, where the responsibility for students remains clearly with a teacher.
HR Functions/Responsibilities
Track and monitor absences and leave entries, including analysing leave data
Shared responsibility for all campus-based payroll process (DOE and SLP) and EduPay data entry
Shared responsibility for all campus-based recruitment processes including onboarding processes and HR inductions.
Shared responsibility of all campus based During and Ending employment HR processes and procedures
Support permission to Teach applications and enrolments in Certificate IV in Training and Assessment.
Comply with confidentially protocols related to sensitive staff information.
Shared responsibility in the filing of hard and soft copy records including maintaining accurate records of archiving, electronic filing structures and systems
Updating and maintaining Standard Operating Procedures (SOP¿s) for the Business/HR team.
Other Finance, HR and Administration tasks as directed by the principal and Director of HR and Business Services
Admin Functions/Responsibilities:
Provide high level administrative support including word processing, document preparation, information collation and reporting, database and spreadsheet management
Shared responsibility in managing incoming and outgoing mail, and shipping and receiving packages
Shared responsibility in managing supplies and maintenance of storage areas including Ordering Stationery, toner, furniture etc. for school use
Responsibility for implementation of efficient office systems
Responsible for keeping office equipment maintained
Finance Functions/Responsibilities:
Support the College central Finance team and other Business in overseeing the day-to-day expenditure at the Campus.
Shared understanding and responsibility for the processing of all creditor transactions and payments including Purchase Card Statements
Shared understanding and responsibility for Banking processes as required
Support Assistant Business Manager with CASES 21 End of Period and End of Year Procedures
In conjunction with the above requirements, Parkville College also sees the below as key responsibilities of the role:
Provide and communicate accurate handovers when absent;
Record, monitor, prioritise and delegate tasks to ensure payroll and other HR deadlines are adhered to
Attend and participate in appropriate professional development, including Communities of Practice and Supervision;
