Position overview
As part of the newly established Building and Plumbing Commission (BPC) and reporting directly to the State Building Surveyor, this newly created Head of Plumbing position is a pivotal appointment. The Building & Plumbing Commission (BPC) is Victoria's new regulator for building and plumbing. It brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.
Key functions related to building and plumbing regulation will come together under one roof, including registration, inspection and compliance, practitioner discipline, dispute resolution, and domestic building insurance. These services will now be a part of the BPC and will be fully integrated over the next 12 months. The OSBS is the main source of technical expertise for industry and practitioners in Victoria. From February 2024, the Building Legislation Amendment Act 2023 established the State Building Surveyor as a statutory appointment with a range of additional functions and powers to strengthen its significance and effectiveness.
The role plays a critical part in ensuring the BPC meets its mandate to safeguard public interest by driving quality, safety, and accountability across the plumbing sector.

About the Role
You'll lead a dedicated team of plumbing experts, providing technical advice across the organisation and to industry. You'll shape regulatory thinking, promote best practice, and represent the BPC in key forums.
Technical Leadership: You will work closely with the State Building Surveyor and executive peers, interpreting the Plumbing Code, relevant standards, and industry developments. Your expertise will inform regulatory determinations and help shape the future framework of plumbing regulation in Victoria.
Industry Reform & Engagement: You'll identify trends, risks, and areas for improvement. Through consultation and collaboration, you will refine and drive change across the sector. You will already be, or be on the path to becoming, a trusted and respected voice in the plumbing community—able to confidently represent the BPC on advisory panels, committees, and technical forums.
Team Leadership: You will champion a high-performing team culture, with a strong focus on professionalism, integrity, and collaboration across the team, BPC and Industry. Your leadership style will empower your team to take a proactive, risk-based approach to regulation.
