THE ROLE
Reporting to the Director, Business Portfolio and Delivery Management, the Head of Business Portfolio (Housing) is a key role within the Information Technology Services (ITS) Branch.
The Head of Business Portfolio (Housing) is accountable for the strategic leadership and governance of the $50 million Housing ICT investment portfolio encompassing multiple concurrent programs, complex stakeholder environments, and interdependent technology platforms. Leads a multi-disciplinary team of Program Managers, Project Managers, Strategic Advisors and Analysts delivering critical ICT-enabled transformation for the Housing portfolio. Operates as the principal technology investment advisor to the Director and senior executive, shaping portfolio strategy, prioritization, and delivery to achieve system-wide impact across DFFH and partner agencies.
The role shapes investment and delivery outcomes across multiple divisions or external agencies, whilst overseeing the Housing portfolio, engaging with executive stakeholders, service owners, and project teams to drive investment planning, change management, and service enhancements. Responsibilities include portfolio planning, demand and benefits management, business case development, and investment oversight to drive technology solutions align with departmental priorities.
Aligned with Whole of Victorian Government (WoVG) responsibilities, the role ensures that ICT initiatives are consistent with enterprise architecture, WoVG priorities, and broader government strategies, supporting collaborative and cohesive service delivery.
They collaborate closely with the Housing business areas and technology teams to identify, assess, and prioritise initiatives for improvement, replacement, or new investment, ensuring alignment with organisational goals and industry-leading practices.
Success in this role requires exceptional stakeholder management skills, strategic planning capabilities, and strong organisational awareness. You should be adept at navigating complex, high-impact initiatives and driving outcomes in a fast-paced, multi-disciplinary environment, while incorporating best practices and innovative solutions to deliver value and efficiency.
