Biological Sciences Group (BSG) consists of the Evidence Recovery Unit, DNA Analysis Unit, Investigative Reporting Unit, Case Reporting Units 1 to 4 and the DNA Management Unit.
About the role:
As a Group Manager, provide operational leadership for the forensic biology service to Victoria Police and the courts of law.
As the successful applicant, some of your duties will include:
- Manage and coordinate the daily and ongoing strategic operations of the BSG with the objective of achieving client needs and expectations through the delivery of a responsive, timely, and high quality forensic science service.
- Participate collaboratively in FS strategic planning and decision-making processes.
- Respond to new and emerging issues, support activities in line with FS business model and implement activities within budget.
- Provide organisational leadership that supports the Assistant Director, practices required of forensic sciences and Victoria Police values and ethics, by professionally managing highly complex, contentious or sensitive information demonstrating high levels of negotiation, communication and interpersonal skills.
- Provide specialist advice to relevant Government Departments and agencies.
- Participate in change management initiatives and business improvement processes to maximise efficiency and productivity of the BSG withing FS, the Courts of Law and the overall forensic science discipline.
- Initiate problem identification and develop strategies to further investigate methods and procedures. Evaluate and provide statistical analysis as required and be considered an authoritative part of the problem solving process.
- Assist and make recommendations to the Principal Scientist for relevant research and development projects in order to improve and enhance the methodologies of the BSG, and to maintain the reputation of FS as a nationally and internationally recognised “centre of excellence”.
- Liaise with scientific specialists and other professional personnel to assist in developing and maintaining a high level of expertise within specialised fields of the BSG.
- Collaboratively develop and monitor casework performance targets, acceptance criteria and management criteria. Prioritise casework with other members of the group and take responsibility for meeting customer requirements.
- Develop and monitor the BSG quality standards in accordance with accreditation requirements.
- Manage the BSG's personnel and resources, modelling high level leadership attributes in the workplace through coaching, guidance and performance feedback.
- Maintain appropriate knowledge of Victoria Police and FS policies, procedures and related legislation.
- Coordinate and/or conduct scientific examinations, including those pertaining to major/sensitive cases, and attend crime scenes with associated forensic biology issues where appropriate.
- Present authoritative expert opinion and evidence relating to forensic biology and related matters (including management of the same) in Courts of Law in an impartial and concise manner and also provide definitive and authoritative casework advice in line with established authorisations.
Skills & Experience
As the successful applicant, you will have:
- Demonstrated experience in the successful management of large-scale teams and/or resources associated with forensic science or other operations addressing customer needs, organisation
al strategies and timelines.
- High level expertise in the delivery of quality business and forensic outcomes which are consistent with the strategic direction of the organisation.
- Proven leadership skills with demonstrated, consistent sound judgement and ethical behaviour in making and influencing quality expert forensic decisions, recognising stakeholder needs and tailoring appropriate responses.
- High level contemporary understanding of current and emerging forensic science issues and trends.
- Demonstrated record of achievement at a senior level in the development, implementation and management of strategic departmental and organisational initiatives in a culture of continuous business improvement.
- Proven track record of effectively managing and leading, motivating and building capabilities of practitioners.
- Proven ability to monitor client and stakeholder satisfaction and constructively manage stakeholder issues to ensure positive outcomes for the stakeholder and the Region/Department/Command.
- A proven record of ethical behaviour and a demonstrated commitment to the Victoria Police Code of Ethics and Conduct and the Organisational Values.
Requirements and relevant information:
- Ongoing FO-6 role available
- A relevant tertiary qualification is required.
- Position is located at 31 Forensic Drive Macleod, Victoria.
- Provide a DNA sample (buccal swab) for use in laboratory quality control procedures (elimination purposes only)
- Undergo pre-employment checks which may include fingerprint checks and misconduct screening.
