The Department of Justice and Community Safety is seeking a General Manager, Contracts and Assurance to provide a critical role at/within Contracts and Infrastructure Branch.
About the Business Unit
Contracts and Infrastructure are responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections and Justice Services' prison and related infrastructure. This includes:
- The management and oversight of major contracts including those for private prisons.
- Representing the Corrections and Justice Services' interests on infrastructure and construction projects to ensure the best possible outcome for stakeholders and commercial partners.
- The development and implementation of all required systems, processes and policies to sustain this diverse asset portfolio.
About the Role
The General Manager, Contracts and Assurance (CA) reports directly to the Director, Contracts and Infrastructure Branch and will have overall strategic leadership responsibility of all contract management activities, including procurement, within the portfolio.
This involves providing leadership across a team of contract management professionals. This role will require a confident and strategic leader who can also establish strategies for managing departmental risks and issues in relation to contract management and procurement functions, while representing departmental business needs.
This role has a strong focus on driving innovation and continuous improvement to ensure the State receives value for money for contracted services through the delivery of best practice contract administration and contemporary approaches to commercial management.
The General Manager, CA will be relied upon to provide expertise to various senior stakeholders around strategic management of commercial contract management for CV contracts and will be responsible for high quality professional outcomes regarding major contractual arrangements.
This role also supports departmental executive functions and operates within a complex and dynamic environment that requires the capacity to exercise sound judgement, effective liaison with various internal and external stakeholders, providing expert advice and ensuring effective and timely actions are undertaken.
Some of your duties will include:
- Establish oversight and assurance processes to ensure contract management compliance and best practice processes are occurring, including establishment of a contract assurance framework.
- Ensure fit for purpose monitoring and governance practices are embedded in day-to-day operations of the business unit and that they provide visibility to the Director of team performance, priorities, risks and compliance with all contract management requirements.
- Provide overall strategic leadership and management of the Corrections Contracts and Assurance team.
- Proactively drive and implement contract initiatives, representing departmental business needs, including undertaking commercial negotiations for required service changes, leading timely procurement activities, driving value for money and operational excellence.
- Ensure that the business unit performs its functions in line with related departmental and State Government policies, legislative requirements and/or regulations to ensure compliance with contract managem
ent and procurement processes.

About you
To be successful in this role, you will have:
- Demonstrated experience in establishing and or working within environments with robust risk management, assurance and governance practices.
- Demonstrated experience in the management of complex service contracts and demonstrated understanding of contemporary contract administration activities including the ability to prepare comprehensive reports including commercial and contractual analysis.
- Demonstrated experience and understanding of contract management and procurement best practice, legislative and policy requirements.
- Extensive experience in contract administration with high level skills in leading the provision of commercial advice for major contracts and negotiation skills.
- Demonstrated experience developing high performing teams that achieve intended outcomes to a high standard.
Qualifications/requirements
- There are no mandatory qualifications for this role, however qualifications in contract administration, procurement and/or Correctional experience would be desirable.
