About the Role
We have one position available to provide high quality financial and administrative support for the rollout of 50 Early Learning Centres (ELCs) from Jan-25. This role requires knowledge of the Department of Education and it's specific systems (Oracle Cloud, Kidsoft, NAB Flexipurchase) to embed financial operations for the ramp up of the ELC rollout. This role manages 7 FTE to support the overall financial operations function, which covers Accounts Receivable (AP), Accounts Payable (AP) and Cash Management (CM) and purchasing cards. This role will have 4 direct reports (VPS4) + 3 indirect reports (VPS3). This role reports to VPS6 Manager, Financial Accounting & Reporting.
The main challenge of this role will be meeting and maintaining compliance with department policy and regulatory requirements whilst contributing the design of various system interfaces across our AR/AP and CM to improvement system efficiencies.
This role has a strong financial systems, policy and people management focus.
Your duties include:
The role manages the financial operational function including direct supervision of FTE to support the Department's accounting processing functions (accounts payable, receivables and cash management) and statutory reporting obligations and also supports the team as required for financial reporting. This role supervises 7 FTE (4 x VPS4, 3 x VPS3), with 4 direct reports (4 x VPS4) and more as required.
The candidate will be tasked to:
(1) Implement system efficiencies to improve frontline experience for ELCS for virtual cards, debt collection and revenue recognition and build efficiencies as we move from 4 to 18 centres in January 2026.
(2) Ensure processes and procedures - particularly revenue recognition, comply with AASB accounting standards, Financial Management Act 1994, Standing Directions, etc.
(3) Address audit recommendations, draft and update financial policies
(4) Cross-skill the ELC team on existing corporate AR/AP/CM and virtual card processes to ensure there is sufficient business continuity within the team.
(5) Support the department's reporting obligations such as Financial Statements, and ad-hoc requirements
(6) Act in higher duties/other roles in the team as required
Desirable Qualifications and Experience
This role will be responsible for managing the accounts payable, accounts receivables, cash and debt management functions for ELCs as well as DE Corporate in an operational sense, and design/implement policies to support this. This role requires strong business and system knowledge, leadership, management, and excellent communication skills required to build and maintaining effective stakeholder relationships and providing sound financial advice across the department. The candidate will demonstrate ability to keep up-to-update with the latest system products particularly in Oracle Cloud, KidSoft and upcoming products (PayTo) to improve processing efficiencies and work flexibly to support the team's structure and transfer of knowledge.
