Group/Division/Branch
The Balance Sheet Management team is responsible for managing the State’s cash and banking system, funding requirements for State and Government businesses and providing advice to the Treasurer on borrowing and guarantee requests from Government businesses. The team also closely manages relationships with the credit rating agencies that rate the State, monitoring key metrics and advising on implications for the State’s fiscal and debt management strategies. The team is also responsible for implementing a $2.1 billion Victorian Government initiative that makes low-interest rate finance and government guarantees available for social and affordable housing projects.
Balance Sheet Management is one of three teams in the Financial Assets and Liabilities Group and Workplace Safety (FAL&WS) which sits within DTF’s Commercial Division. FAL&WS provides advice and reports on the State’s financial assets and liabilities and associated financial risks and workplace safety related matters. The other two teams within FAL &WS include Financial Policy and Workplace Safety Reform.
About the role
The role of financial analyst will focus on transaction banking data, insight, and reporting. The role will also support the delivery of banking and payments initiatives.
Key Accountabilities
· Maintain the integrity and accuracy of the State’s transaction banking database.
· Provide ongoing and ad hoc data analysis and insights.
· Development of management reporting.
· Support whole of government banking projects and where appropriate provide financial analysis, reporting and end to end process mapping.
· Contribute to quantitative and qualitative research and analysis to inform policy advice.
· Communicate and consult in an effective and influential manner with internal and external stakeholders.
· Contribute positively to team culture and foster a collaborative team environment.
Key Selection Criteria
Experience and qualifications
Tertiary qualifications in banking and finance, economics, accounting or a related field are required.
