About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
The division also coordinates communication and consultation with local communities about their school building projects. They develop graphic design and video content, manage our social media channels, lead organisational customer service reform, distribute our e-newsletters and organise ministerial and other events for our projects.
About the Role
There are two Full-Time, Fixed Term roles available.

The Budget and Finance Branch's core purpose is to maintain strong financial management practices across all aspects of the VSBA, and as a result, see financial impacts considered as a part of all decision making.
The Finance Officer provides financial management support to the Budget and Finance Branch within VSBA including finance reporting, budget management, data analysis, resource management and support for organisational improvement projects including:
· Corporate Reporting - ensuring data integrity in monthly reporting, journal entry, data analysis and reconciliation, variance investigation;
· Workforce Analysis – assisting in workforce analysis to ensure data accuracy in payroll system;
· Financial Management – performing budget operations and support, improving financial processes;
· Monitor and update internal budgets and funding allocations through the department's financial management systems; Oracle and AXIOM.
· Contribute to the development and provision of transparent, innovative and insight driven financial reporting and analysis for the benefit of the public, the organisation and Government.
· Collaborate with audit teams to ensure collation of materials for audit requests are easy to follow, complete and accurate.
· Liaise with internal and external stakeholders in addressing queries relating to the Authority's budget and financial performance.
· Contribute to continuous improvements for delivery through automation and process improvement.
· Other assistance includes support for VSBA planning, performance development processes, resource management and review processes including additional support to the Finance Business Partners.
The role also includes a high degree of stakeholder engagement with the VSBA Business Unit Managers, Finance Business Partners and Divisions across the Department. The successful candidate will be someone who can assist in the development of effective decision support tools such as reports, analysis and insights in the VSBA.
The ideal candidate will also have a solid understanding of financial reporting, public sector budget management practices along with strong communication skills.

Qualifications and Experience
- Essential : Relevant tertiary qualification in Finance - Accounting or sufficient relevant experience
- Desirable : Accreditation with Chartered Accountants (CA) or Certified Practicing Accountant (CPA) Australia
