Kurnai College is a multi-campus college in the Morwell and Churchill area of the Latrobe Valley, about 150 kilometres south-east of Melbourne.
The College has three mainstream campuses, with two Years 7¿10 campuses located at Morwell and Churchill, and a senior campus for Years 11¿12 co-located at Federation University in Churchill. The College also administers two satellite campuses to cater for students at risk the Latrobe Valley Flexible Learning Option (LVFLO) Campus and the Kurnai Young Parents Program (KYPP) Campus.
Kurnai College has approximately 1400 students attending across its five campuses and employs 204 equivalent full-time (EFT) staff.

The current Strategic Plan focuses on building teacher capacity through Professional Learning Teams, improved data literacy and assessment for learning practices. We also focus on creating positive learning environments through the Positive Behaviour Support framework incorporating a restorative approach that is informed by a knowledge of generational poverty and the Berry Street Education Model. The College values student, family, and teacher voice.

At this level, the Finance Manager:
Exercises broad management responsibility for the College¿s finance functions under a wide range of operational conditions.
Interprets, analyses and presents financial data to inform strategic planning and decision-making.
Range 4 is distinguished by broader management responsibility, particularly in the areas of finance, human resource and other support functions. Range 4 is responsible for managing a range of functions under a wide range of conditions, subject to the size and complexity of school operations.
Objectives will, generally, be clearly defined; guidelines will be broad and day-to-day direction minimal. Management responsibility extends to ensuring appropriate support levels are maintained across the school. Range 4 generally provides key support and timely advice to the leadership team and school council and liaises with the general school community, the Department and other government agencies and service providers.
Specialised professional roles will carry a high level of independence and accountability where suitable scope is provided to achieve objectives.
An education support class position supports the educational services being provided to students, but must not include duties of teaching as defined in clause 2.6.1 of the Education and Training Reform Act 2006 (Vic) or its successor. Supervision of students cannot be required except where it is an integral part of the employee's position or involves supervision of students individually or in small groups, in controlled circumstances, where the responsibility for students remains clearly with a teacher.
Support the Business Manager in the development, preparation and ongoing management of the annual College budget.
Provide authoritative financial advice to the Business Manager, Principal, Leadership Team and School Council.
Support the Business Manager in the preparation of financial modelling, forecasts and funding submissions to support strategic initiatives.
Monitor monthly budget performance to ensure financial targets are achieved and risks identified.
Support resource allocation decisions, balancing competing priorities within approved budgets.
Membership on the School Council Finance Committee.
Direct and oversee all accounting processes in accordance with Australian Accounting Standards, DET policy, Treasury regulations and audit requirements.
Manage end-of-month and end-of-year financial processes in CASES21.
Ensure accurate preparation of financial statements and School Council reports.
Develop, implement and monitor financial policies and internal controls.
Oversee asset management processes, ensuring compliance with DET requirements.
Coordinate school fund management in line with legislative and departmental requirements.
Manage leasing arrangements, rental agreements and capital procurement processes.
Support the Business Manager with the management of tender processes to ensure probity, transparency and value for money.
Co-ordinate accounts payable and receivable functions.
Oversee College-wide procurement and ordering processes.
Administer and monitor regional and locally allocated funding streams.
Oversee CSEF & SSB processing and compliance requirements.
Prepare Profit & Loss statements for trading operations.
Co-ordinate financial support services across faculties, programs and administrative areas to ensure effective budget, cash & asset management.
Interpret and analyse financial data to inform strategic and operational decisions.
Conduct cost analysis of key College operations, including:
Fundraising activities
Camps and excursions ¿ pre & post event financial oversight
Utilities and major service areas
Provide professional guidance to staff regarding expenditure against budgets.
Develop and maintain financial tracking and reporting systems accessible across the College network.
Liaise with the Department, auditors and external service providers as required.
Support the Business Manager to identify and co-ordinate grant opportunities and oversee application processes.
Manage financial administration and reporting of successful grants.
Negotiate and manage straightforward contracts and service agreements within approved delegations.
Monitor financial viability of programs and initiatives.
Operates with substantial independence within established DET frameworks.
Day-to-day direction is minimal, with consultation occurring where policy clarification or priority alignment is required.
Accountable for maintaining financial integrity, compliance and effective budgetary control across the College.
Ensures financial practices directly support the delivery of educational services.
