Finance Manager

The Role
The Finance Manager plays a critical role in supporting the successful financial transition of Outdoor Recreation Victoria (ORV) into a standalone entity, including the implementation of Oracle financial systems and transition out of departmental proxy arrangements. The role provides strategic budget, financial planning and reporting advice to support the Executive Director, Outdoor Recreation, Combat Sports and Strategic Policy (ORCSSP) in delivering branch objectives.
This position requires high level analytical, conceptual and writing skills, with the ability to provide timely and concise advice on complex budgetary and financial matters. The successful candidate will be highly collaborative, able to engage effectively across all levels of the organisation, and capable of managing competing priorities in a fast-paced environment.
Main Accountabilities
• Lead and coordinate stakeholder engagement across ORV Finance, DXC and DJSIR Oracle Business Systems, Cash Management and Workforce teams to deliver the transition of ORV out of proxy arrangements.
• Provide end-to-end project management of the ORV Oracle financial system implementation, including governance, reporting and stakeholder coordination.
• Deliver strategic budget and financial advice, including cost pressure management, budget proposals, workforce planning and financial reporting.
• Manage the annual budget process, Group financial management and reporting processes, and the development of State Budget funding proposals.
• Lead reporting and governance activities, including performance reporting, risk reporting, asset management, VAGO requests and annual reporting requirements.
The Team
The position of Finance Manager forms a part of the Office of the Deputy Secretary within the Sport and Experience Economy Group.
The Sport and Experience Economy Group delivers programs and initiatives that support positive experiences and community participation through sport, tourism, events and outdoor recreation. The Group supports major events, strengthens sector capability and contributes to economic growth, jobs and stronger communities across Victoria.
About You
You will bring specialist expertise in financial system consolidation and demonstrated working knowledge of Oracle financial systems. You will also have a strong understanding of departmental proxy arrangements and experience managing complex financial transitions and system implementations.
You are an experienced project leader with proven capability delivering complex projects end-to-end, coordinating stakeholders, managing risks and achieving outcomes within tight timeframes and budgets. Your ability to think strategically, identify innovative solutions and build commitment to change will be highly valued.
