The Department of Justice and Community Safety (the department) is seeking an Executive Director, Commercial Services to provide executive leadership for the Corrections Victoria portfolio.
About the Business Unit
Corrections Victoria's purpose is to enhance community safety through the operation of safe and humane community corrections, adult prison and post-sentence systems that supports reducing reoffending by delivering on the fundamentals of good order and control in prisons, a professional and skilled workforce, case management and programs and services that address the root causes of offending behaviour.
The Executive Director, Commercial Services reports to the Commissioner Corrections Victoria and forms a key part of the Corrections Victoria Executive Committee. The Executive Director is a specialist commercial role requiring extensive contemporary knowledge of commercial levers and contract management strategy.
Commercial Services is a newly created division within Corrections Victoria that leads the provision of expert, strategic commercial management and advice. The division includes Contracts and Infrastructure, Performance Analysis and Reporting and Innovation.
About the Role
Some of your duties will include:
- Provide expert, authoritative and timely advice, reasoned recommendations and innovative options and solutions to highly complex and sensitive commercial issues to the Commissioner, Corrections Victoria and Secretary, Department of Justice and Community Safety.
- Provide strategic leadership of high-quality frameworks and contract management approaches to effectively manage Corrections Victoria's high risk high value commercial contracts for essential services.
- Effectively and professionally represent Corrections Victoria and the department in high level negotiations and presentations in both the public and private sectors, thereby maintaining the professional reputation of Corrections Victoria.
- Provide high quality, strategic performance analysis and reporting to improve performance of operations and commercial services.
- Support innovation across community corrections, prisons and the post-sentence scheme to drive outcomes.

About you
This is a stewardship role that requires decisiveness, high levels of expertise and requires building credibility through positive influence and a collaborative joint problem-solving approach.
To be successful in this role, you will have:
- Demonstrated contemporary executive level commercial acumen, with the ability to balance strategic, financial, legal and operational considerations to protect and enhance organisational value.
- Extensive experience at a senior management level in leading contract management teams with a focus on commercial and operational outcomes.
- Experience at senior management level and corporate leadership in matters of operational management, service planning, delivery and performance monitoring, resource management, quality management practices and corporate governance.
- A record of achievement in the development, implementation and ongoing management of commercial contracts, infrastructure strategies, commercial operational performance and governance frameworks.
- Highly skilled at developing and maintai
ning stakeholder relationships, with a proven track record maintaining successful relationships with a range of service providers and partners across government.
- A proven track record in developing innovative solutions and strategies to complex problems through the application of conceptual, analytical and problem-solving skills.
- Experience negotiating and managing complex change management issues relating to highly critical and large-scale reforms.
- Experience in building high performance teams.
Qualifications/ Requirements
- A tertiary qualification in a relevant field is highly desirable.
- Experience leading a social or justice system would be well regarded.
