About the role:
The Executive Director, Commercial and Infrastructure provides strategic leadership and commercial stewardship of the Departments capital, infrastructure and asset portfolio. The role is accountable for establishing strong investment governance across planning, funding, procurement and lifecycle management, ensuring infrastructure and commercial decisions are financially sustainable, contractually robust, and deliver value-for-money outcomes aligned to government priorities.
The Executive Director leads the Department's approach to infrastructure governance and commercial management, including asset strategy, capacity planning, major capital works oversight, and commercial property and equipment programs. The role ensures clear accountabilities, disciplined decision pathways and effective risk management across the infrastructure lifecycle - from business case development and procurement through delivery, commissioning and ongoing asset performance.
Reporting to the Deputy Secretary, the Executive Director leads a multidisciplinary branch comprising several units responsible for complex commercial and infrastructure initiatives. The role drives cohesive ways of working across units and delivery partners, strengthening contract management, controls, assurance and performance reporting to support transparent oversight and timely decision-making.
Through strong commercial leadership and effective governance, the Executive Director enables a high-performing infrastructure portfolio that supports safe, sustainable and equitable health services across Victoria, translating capital investment into tangible improvements in access, quality and system outcomes.
