ROLE CONTEXT
An exciting opportunity exists to join the Senior Secondary Pathways Reform Division, within the Strategy and Secondary School Reform Group in the Department of Education and Training.
The Division was established to lead a generational reform agenda in response to the 2020 Review into Vocational and Applied Learning Pathways in Senior Secondary Schooling. These reforms will collectively support all Victorian secondary students to pursue high-quality and valued vocational pathways aligned to their strengths and interests and to finish schooling with the skills and capabilities they need for success in further education, training, work, and life. High performing candidates are sought to lead the VET Delivered to Secondary Students (VDSS) program area which has responsibility for all aspects of policy, design and implementation of VET within schools, including funding settings, local supports for access and market stewardship.
ROLE PURPOSE
The Director reports to the Executive Director of the Senior Secondary Pathways Reform Division and plays a key leadership role.
The Director leads capability development and performance management for the branch, contributes to overall Divisional culture, and facilitates change where necessary.
The purpose of the role is to:
Lead the development and delivery of the branch¿s programs and policy projects, as well as provide analysis and advice on school education system architecture, performance and student engagement
Lead the implementation and delivery of statewide government programs, including accountability for budgets, performance targets and evaluations
Provide high quality, strategic advice to senior management, Executive Board and Ministers on reforms to support the reform agenda
Engage collaboratively across the Department, to identify strategic opportunities and linkages to support the delivery of coherent system-wide reforms
Build and maintain effective relationships within the Department, with other government agencies and external stakeholders to support the achievement of government and departmental objectives
Contribute to the Division¿s overall strategic direction aligned to the department¿s priorities and provide leadership on key initiatives and projects

Knowledge
Be the singular and authoritative sources of knowledge, strategic advice and expertise within DE on critical aspects of the student experience, and adjacent strategies and service systems led from outside of the education portfolio.
Have a highly developed understanding of policy, service delivery, regulatory, and/or legislative processes associated with VDSS or the broader training system
Relationships
Lead relationships with a broad combination of place-based delivery partners, such as , Registered Training Organisations and VET clusters, colleagues across government, in particular in the Training and Skills Portfolio, and with employers and community sector groups.
Represent DE on a range of committees, working groups and fora.
Engage and influence these stakeholders through critical and complex reform, resolving conflict and managing sensitivities within constrained timeframes.
Judgement and Risk
Apply astute judgement in decision making about issues affecting the business unit with sensitivity to issues impacting the organisation and across government.
Resolve problems, taking into account established management systems, professional standards, budget parameters, or known equipment capacity.
Identify, anticipate and manage complex risk, undertaking risk mitigation and management activities to ensure the achievement of business unit and organisational goals.
Strategic Change
Oversee significant change programs and manage change associated with government reforms and transformational change and take responsibility for continuous improvement processes within the business area.
Provide significant contribution to strategic change management with stakeholder groups described above, including longer term planning for major change initiatives, and/or changes in the strategic, long-term vision of an organisation.
Impact
Influence overall DE and Whole of Victorian Government policy and strategic direction for these portfolios.
