THE ROLE
Reporting to the Executive Director, Children and Families Service Transformation, the Director, Service Reform and Design will lead the detailed service reform and design work needed to position the department and funded service delivery agencies to realise the maximum benefit of technology uplift to change how services are delivered and managed across child protection, care services, child and family services, family violence and sexual assault services, services for disability clients with complex needs, and youth justice.
This is a rare opportunity to hold a change leadership and service design role at the centre of one of Victoria's most significant social services technology programs. The successful candidate will be a highly collaborative and skilled leader motivated to work in partnership with front line practitioners, operational and system leaders, clients and technology partners to generate innovative yet feasible solutions that improve client outcomes.
ACCOUNTABILITIES INCLUDE
- With the support of the Executive Director, Service Transformation, lead the design and implementation of genuine service transformation across child protection and care services, child and family services, family violence, and youth justice; providing advice and negotiating outcomes within your scope of authority in contexts of uncertainty and possible institutional resistance about what transformation requires, and holding the program's transformational intent against pressure to deliver technology change without the accompanying business process redesign and practice change that determines whether outcomes are achieved.
- Support the Executive Director, Service Transformation to facilitate and maintain effective program governance settings, including through overseeing the development of position papers and recommendations to the Business Design Authority (BDA), ensuring practice design decisions are genuinely transformative and fully compliant with the accountable operational area's design authority and decisions made within agreed turnaround commitments.
- Develop and sustain the departmental and cross-agency relationships required for the program to operate effectively, both within the department and externally with central agencies and other partner departments.
