Land Use Victoria is a division within Planning and Land Services, and provides innovative solutions for authoritative, comprehencies and easily accessible services in land administration, property information and for facilitating the better use of government-owned land in line with Department and Government objectives.
About this position
The Director of Service Delivery Operations is integral to the Land Use Victoria (LUV) leadership team and reports to the Head of Land Use Victoria (LUV). The role will be instrumental in delivering improved shared service delivery processes, and operating and cost-recovery financial models for Valuations and Surveying, particularly for priority Government projects and other BAU services in support of the statutory functions executed by Valuer General Victoria (VGV) and Surveyor-General Victoria (SGV).
– Leads the implementation of complex projects, strategies, policies technical functions and services including budget and resource management, procurement, service improvement, and risk management and mitigation.
– Oversees the Surveying Services, Transport Survey and Declaration, Service Delivery Support, Information Services, Geodesy, and Drafting Services teams, and contributes to the development of a strong LUV Division.
– Ensures service levels requirements are met for services delivered in support of various valuation, surveying, land management and transport related acts and statutory offices.
– Oversees the outsourcing of valuation and surveying services to private sector providers via relevant supplier panels that support government functions such as Ratings and Valuations, Government Valuations, Crown Land Surveys, and other government priority initiatives such as Treaty, Plan for Victoria, The Housing Statement and Big Build projects.
– Develops and maintains appropriate objectives, performance indicators and management information and reporting systems, to ensure robust operational processes and efficient service delivery, and support evidence-based decision making
– Collaboratively works with the senior leadership to support the strategic planning process and delivery of departmental priorities.
– Implements organisational change in line with the DTP values and direction.

Qualifications and role specific requirements
– Demonstrable knowledge of government policy, processes and land service delivery ecosystem, preferably also with commensurate private sector experience in the valuation and/or surveying industries.
– Experienced senior leader with a proven record of success working in a large, complex organisation and a track record in leading change and commercial service delivery improvement initiatives.
– Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.
