About the Victorian Early Childhood Regulatory Authority (VECRA)
The Victorian Early Childhood Regulatory Authority (VECRA) is the statutory authority responsible for regulating early childhood education and care services in Victoria. VECRA works to ensure the safety, wellbeing and development of children through effective regulation, compliance, quality assessment and continuous improvement across the early childhood sector.
VECRA plays a critical system management role, providing guidance, oversight and assurance to the sector while supporting high-quality early childhood education outcomes for Victorian children and families.
The Regulatory Strategy and Reform Branch provides coordination and specialist support for strategy, regulatory reform, policy governance, capability uplift, and reform implementation across VECRA. The Branch also supports coordination and alignment of national and intergovernmental reform activities where relevant.

About the Role
The Victorian Early Childhood Regulatory Authority is seeking an experienced and collaborative Director Regulatory Strategy and Reform.
The Director, Regulatory Strategy and Reform, will provide strategic leadership and oversight across VECRA's reform, policy governance and regulatory capability functions, supporting the organisation to deliver consistent, contemporary and operationally effective regulatory practices.
Reporting to the Chief Executive Officer, the Director will lead complex reform and strategic initiatives that strengthen organisational capability, support effective policy implementation, and improve coordination of reform activity across VECRA. The role will work closely with operational leaders, corporate functions and external stakeholders to ensure reform initiatives are practical, strategically aligned and responsive to emerging regulatory priorities.
The Director will provide high-quality strategic advice to senior leadership on reform priorities, implementation risks, policy governance and organisational capability needs. The role requires strong judgement, systems thinking and the ability to operate effectively across complex and evolving regulatory environments with multiple stakeholder interests and competing priorities.
The Director will foster collaborative working relationships across VECRA and contribute to a culture of continuous improvement, accountability and innovation. The role will also support engagement with national and intergovernmental stakeholders where reform activities intersect with broader national reform agendas and emerging sector developments.
