Within VIDA Roads, the Big Build Roads division is responsible for the planning, development and delivery of a complex portfolio of major road projects that support economic growth, improve network performance and create lasting benefits for Victorian communities.
The Big Build Roads program operates across a dynamic delivery environment, working with government, delivery partners, contractors, communities and industry to deliver high-profile infrastructure outcomes. The program brings together capability across strategy, planning, development, delivery, operations, governance and improvement, with a strong focus on delivery excellence, public value, safety and better outcomes for road users.
About the role
This is a high-impact senior executive opportunity to shape how Big Build Roads delivers a complex portfolio of road infrastructure projects. As Director, Delivery Strategy and Improvement, you will work closely with the Executive Program Director and Big Build Roads leadership team to strengthen delivery strategy, improve governance and assurance, and develop and deliver practical improvement initiatives that lift performance across the program.
You will provide trusted strategic, operational, technical, commercial and governance advice, helping to resolve complex delivery challenges, align divisional and program priorities, and embed consistent approaches to program controls, reporting, performance monitoring and continuous improvement.
A key focus of the role will be partnering with Program Directors and senior leaders to identify improvement opportunities, test and implement practical solutions, and build sustainable ways of working that can be embedded across projects. This includes supporting stronger governance, clearer decision-making, improved interfaces between functions and projects, and more consistent use of knowledge, technology and information.
You will also lead and coordinate strategic initiatives on behalf of the Executive Program Director, bringing together multidisciplinary teams to address emerging priorities, remove barriers to delivery, and support the ongoing maturity of Big Build Roads as a high-performing delivery organisation.
With influence across government, agencies, contractors and industry, this role will be central to building delivery excellence, improving how major projects are planned and delivered, and supporting strong outcomes for communities across Victoria.
We are seeking an accomplished senior executive with a strong record in major infrastructure delivery, deep commercial and governance judgement, and the confidence to lead improvement, uplift and change in a complex public sector environment.
Key responsibilities
1. Lead strategic and continuous improvement initiatives that support delivery excellence across Big Build Roads.
2. Provide high-level strategic, technical, contractual, commercial and governance advice to the Executive Program Director.
3. Embed best practice delivery methodologies, program controls, assurance frameworks and reporting standards.
4. Identify and resolve complex delivery barriers, coordinating across multidisciplinary teams to maintain program momentum.
5. Strengthen governance, risk management, regulatory compliance, safety leadership and public sector accountability.
6. Build trusted relationships with senior stakeholders across government, delivery partners, contractors and industry.
About you
You are a proven executive leader with extensive experience in major infrastructure delivery and a strong understanding of complex commercial, contractual, regulatory and governance environments. You are comfortable operating in ambiguity, influencing at senior levels and translating strategy into clear delivery priorities.
You will bring sound judgement, political acumen and a collaborative leadership style, with the ability to drive performance improvement, support capability uplift and foster a culture of innovation, accountability and continuous learning.
This opportunity is offered for a fixed term period of three years.
The role is based in the Melbourne CBD and may require travel to site offices and other locations across Victoria to meet operational requirements.
