The Department of Justice and Community Safety (the department) is seeking a Director, Custodial Malmsbury, Youth Justice Precinct to provide executive leadership for Youth Justice Custodial Services.
About the Business Unit
Youth Justice is responsible for supporting and supervising children and young people involved in Victoria's criminal justice system, both in the community and in youth justice custodial centers. Through supervision, case management, offence-related programs and links to appropriate support services, Youth Justice promotes opportunities for rehabilitation and contributes to reducing offending.
The Director will have direct oversight of custodial operations and service provision across the facility including education, rehabilitation, health, mental health and other program delivery in line with the newly implemented Behaviour Change Workforce Model delivery model, designed to support strong rehabilitation outcomes for young people.
About the Role
The role is responsible for creating and sustaining a workforce culture built on well-defined values, professional excellence, and teamwork. It will implement key initiatives and business plans to provide an effective and safe Youth Justice custodial system.
Some of your duties will include:
- Lead a best practice youth justice precinct and motivate staff to deliver effective rehabilitation services and interventions and security arrangements in line with the Youth Justice Strategic Plan and Custodial Operating philosophy.
- Direct, lead and manage custodial services for children and young people, including the delivery of quality outcomes and programs and drive high levels of compliance with procedures to provide an effective and safe custodial system.
- Develop and champion solutions to challenges in the custodial environment based on advanced technical knowledge and expertise. This includes supporting workforce development, succession planning and fostering leadership and effective supervision at all levels of custodial staff to provide a skilled and stable workforce.
- Manage the delivery and service provision of the Behaviour Change Workforce Model at Cherry Creek including review processes.
- Provide oversight and management of an integrated delivery approach between an in-house clinical model, education providers, health and mental health services, education, cultural support, specialist behavioural intervention and a fully structured day for young people.

- Deliver individualised case management for every child and young person and drive improvements in children and young people's structured day based on their case management arrangements
- Address high-risk and sensitive issues critical to the operation of custodial services at the most senior level. This includes critically evaluating security and risks associated with the complex nature of managing children and young people in custodial facilities.
- Initiate and undertake complex reviews and investigations within custodial environments and negotiate with a broad ran
ge of stakeholders to reach agreed solutions that support improved service delivery to children and young people and a safe working environment for staff.

About you
This is a stewardship role that requires decisiveness, high levels of expertise and requires building credibility through positive influence and a collaborative joint problem-solving approach.
To be successful in this role, you will have:
- Demonstrated leadership presence in an operational environment. Has been successful in motivating all levels of a staffing group to deliver high quality services and has experience building a coherent, capable, and well-functioning team.
- Proven specialist experience, coupled with significant achievement in operating within a custodial environment. This includes experience delivering best practice environments and leading staff to best support young people to change.
- Significant experience and authoritative knowledge of case management arrangements for young people with very complex needs and understands how to motivate adolescents.
Qualifications/ Requirements
- An appropriate tertiary qualification in youth work, criminology, public policy, or other social sciences fields is highly desirable.
- Relevant work experience in a related discipline.
- A current Employee Working with Children Check (WWCC) card is required and will need to be provided prior to commencement of employment by the applicant. Currency is required to be maintained by the employee for the period of employment.
