The Investment and Technology Group leads and manages the investment lifecycle; drives commercial advice & negotiations to facilitate reform; and enables core delivery through Finance, Procurement & Technology.
About the Role
Reporting directly to the Secretary, the Deputy Secretary, Investment and Technology will be responsible for driving the Department’s investment lifecycle, ensuring major investments, reforms and service delivery priorities are supported by disciplined commercial decision-making. You will be responsible for overseeing key divisions including Procurement; Commercial Advisory and Transactions; Major Refranchising Programs; Budget Strategy and Portfolio Assurance; Finance; Enterprise Technology and Data and Digital delivery.
Critical to this role will be your ability drive delivery through modern, secure digital and data platforms, financial, procurement and enterprise technology capability to support integrated, efficient and customer-focused outcomes across the transport and planning portfolios.
Working closely with the Secretary, Ministers, central agencies and other departments, you will provide authoritative advice on high-impact, complex commercial, financial and technology-enabled initiatives. Leading a portfolio of 900 plus staff, strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department’s values.
Your success will depend on your ability to collaborate effectively and drive system-wide influence across investment, commercial and financial decision-making to ensure reform and long-term value creation for the state of Victoria.
About You
You will be a highly regarded senior executive with a proven record of leading system-wide reform or transformation agendas across complex and multi-faceted operating environments, including government or the private sector. Importantly, you will have successfully delivered commercial and economic outcomes at a state or national level, through effective major investment strategies.
You will bring a future focused strategic mindset, resilience and credibility required to provide authoritative and commercial advice to Ministers and government and engage industry stakeholders. In addition, exposure to reform-focused sectors and multiple jurisdictions will also be highly regarded. You are recognised for your strategic, resilient and adaptive leadership, coupled with exceptional influencing skills to lead and deliver effectively through change. Experience in complex infrastructure, transport or related sectors will be highly regarded.
