About this role
Reporting to the Chief Corporate Services Officer and Chief Finance Officer (CCSO & CFO), the Deputy Chief Finance Officer (DCFO) provides support to the CCSO & CFO and acts on their behalf as required. The role provides strategic leadership, with direct accountability over three distinct portfolios comprising of Actuarial Services, Financial Planning and Performance and Financial Operations, each led by a dedicated Head of Function. The role also oversees treasury and investment reporting.
Leadership is a defining element of the role. The DCFO will lead and develop a multidisciplinary finance function, strengthen organisational capability, and foster a culture of accountability, collaboration and continuous improvement. The role provides trusted, authoritative advice to Executive and senior stakeholders on financial, commercial, governance and risk matters and contributes to organisation-wide strategy and performance. The role also maintains key relationships with central agencies and external stakeholders, including the Department of Treasury and Finance (DTF), the Department of Transport and Planning (DTP) and Victorian Auditor-General's Office (VAGO), Victorian Funds Management Corporate (VFMC) and will present regularly to the Audit and Risk Committee and executive governance forums.
As a member of the Corporate Services Leadership team, the DCFO plays a central role in strengthening the organisation's financial capability, governance and performance, leading the continued development of the finance function, following the establishment of the merged organisation. This includes implementing a major finance systems upgrade, integrating financial process and controls, strengthening long-term financial planning, and embedding contemporary governance, reporting and compliance frameworks in line with the Financial Management Act and Standing Directions.
This is a significant executive leadership opportunity to strengthen the finance function of a major Victorian regulator and support the delivery of outcomes for the Victorian community.

The Building and Plumbing Commission (BPC) is Victoria's regulator for the building and plumbing industries. The Commission brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the Domestic Building Insurance (DBI) function of the Victorian Managed In surance Authority (VMIA).
For the first time, regulation, dispute resolution, and domestic building insurance are handled by one agency. This will deliver a clearer view of the entire building process, in order to protect consumers, support industry, and make the system easier to navigate. The merger presents a unique opportunity to make a fundamental difference in the streamlining of functions and the maturing of its operating model, alongside modernisation of systems, data, and technology that support its regulatory responsibilities.
