About the role
The Change Manager is responsible for planning, leading, and supporting business, technical, and process changes to ensure effective implementation and adoption of new business and customer systems. The primary focus of this role is to anticipate impacts, engage stakeholders, and address both human and systemic responses to change.
Working closely with project team members, they will develop and execute a Change Management Strategy that prepares the business and our customers for processes, technology, and customer experience changes.
Key Selection Criteria
The role requires strong leadership in communication and stakeholder management, with the ability to provide high-level advice, manage complex competing needs, and influence decision-making.
It demands a customer-focused and future-oriented mindset, using insights to tailor services, manage delivery risks, adopt new technology and prepare the organisation for change.
Effective team management and accomplished change leadership are essential to align people, processes and systems for successful outcomes.

Position accountabilities
DTP is seeking an experienced Change Manager to lead organisational change initiatives that support improved digital and operational outcomes. In this role, you will plan and execute change strategies that minimise disruption, promote high levels of adoption and ensure stakeholders clearly understand the rationale and benefits of new processes, technologies and ways of working.
You will engage closely with employees, leaders and external partners to secure commitment to change and maintain trusted communication channels throughout delivery. Measurement and evaluation are central to the position, with responsibility for defining and tracking performance indicators, gathering feedback and refining plans to support successful outcomes across the organisation.
Leadership is a key expectation, with oversight of Change Managers and Change Analysts who contribute to the execution of change within Data and Digital. Ensuring alignment, coaching and support will be essential to building a consistent change practice and strengthening organisational capability.
This role offers the opportunity to influence how the Department navigates transformation and delivers a better experience for staff and stakeholders through structured change management, strong engagement and a continuous improvement mindset.
