About the role
This is a Full TIME FIXED TERM position until 30/06/2026
The Change Manager provides program and project change management expertise and drives the development of the Change Management capability at organisational level across DTP in alignment with the objectives of the VTDE team. This role works closely with senior stakeholders across DTP to ensure a skilful and successful change management practice is applied across the programs and projects owned or coordinated by the VTDE team.

The ideal candidate will bring strong commercial acumen, strategic planning capability, and a collaborative approach, with the flexibility to adapt strategies and inspire others to deliver impactful outcomes.
Position accountabilities
– Support the successful delivery of the VTDE Program by leveraging your expert change management knowledge, skills, and experience, as directed by the Project Director.
– Drive and evolve the change management strategy for the VTDE team to deliver the objective of the team in a sustainable way with focus on the people side of change driven by integration and improvement activities.
– Ensure effective engagement with key stakeholders and business areas throughout the lifecycle of the VTDE Program, from development through to implementation, ensuring all parties are well-informed and involved.– Act as a key liaison between stakeholders, ensuring they are informed, engaged, and supportive of the VTDE Program.
– Coach and support stakeholders, including executive staff to deliver change and achieve high adoption rates for programs and projects owned and supported by the VTDE team.
– Monitor and stay abreast of all program activities, ensuring progress aligns with the plan. Respond proactively to project execution, major deliverables, and milestones, intervening as necessary to review current states and direct adjustments to plans and executions where required.
– Develop and manage a communications calendar to ensure consistent and timely updates, ensuring that the right messages reach the appropriate audiences at the right time.
– Monitor the effectiveness of communication and engagement efforts, providing ongoing evaluation and regular reports on program progress, challenges, and outcomes.
Qualifications and experience
– Bachelor’s degree in a related field and/or demonstrated experience in a similar role in Government. (desirable)
– Proven experience in change management, communications and engagement, ideally within a ICT program context. (mandatory)
