The Business and Facilities Manager is a key member of the school¿s Leadership Team, providing strategic financial advice to the Principal and overseeing key operational aspects of the school including administration, finance, and human resources. The Business and Facilities Manager has ultimate responsibility for the care, and maintenance of the school grounds and buildings and the occupational health and safety of all staff and students.
Role
The Business Manager will be required to ensure the efficient and effective implementation as well as manage the delivery, evaluation and improvement of the following services within the school.
Implement the decisions of the Principal and School Council.
Ensure the management of the financial, human resources, facilities, OH&S while complying with regulatory and legislative requirements and department policies and procedures.
Ensure that internal and external stakeholders are provided with up to date information relating to the school, students, activities and they are aware of their responsibilities.
Ensure that the environment and the physical infrastructure of the school are maintained to their optimum to ensure that the students and the staff of the Reservoir High Schol have access to a safe and ascetically pleasing environment, and one which is conducive to learning and teaching.
Have overall responsibility for compliance requirements of DE, OH&S standards and regulations and requirements of AIMS (Asset Information Management System). The position also requires coordination of the Maintenance Team.
Provide adequate, timely and appropriate advice so the Principal is able to make informed decisions relating to the management of the whole school.
Assist with the deployment of school resources to increase the quality of the staff teaching environment and the learning experience of the students.
Lead the performance and development of Education Support Staff.
Other duties as directed by the Principal.
The position holder will receive a leave purchase allowance of 20 days, equivalent to 4 weeks annual leave. The nature of the role may require additional hours of work outside of the standard hours in which time in lieu will be provided.
Standard DET ES Level 1 Range 5 Role Description
An education support class role at this range is usually a member of the leadership team who is accountable for the development and delivery of key services that are integral to the effective operation of a school(s). They provide a range of services and/or undertake the analysis of complex problems that form part of the policy framework.
Supervision of students can be required where it is an integral part of the employee¿s position or in circumstances where supervision is required individually or in groups up to 4 in controlled circumstances where the responsibility for students remains clearly with a teacher and under the overall responsibility of a teacher. Range 6 applies across all streams of education support class work as relevant. The duties and responsibilities for the types of education support class work that can be expected at this level are set out below.

Duties
Leadership
Provide high level support and direction to the School Executive Team and School Council in relation to priority works and projects relevant to school buildings and grounds.
Working with the IT Manager to ensure efficient and effective systems are in place for school security systems.
Working with the Principal in regard to ordering of furniture and locker placement across the school.
Financial policy and procedure
Work with the Principal as part of the Executive Team and other stakeholders to implement financial changes within the school, keeping within the financial budgets and adhering to best practice, policies, processes and legislation.
Develop tools and guidelines to monitor and continuously improve financial processes and procedures by identifying opportunities for re-engineering and driving innovation.
Procurement:
Ensure the school complies with DE Procurement Policies.
Negotiate and manage school contracts (e.g. cleaning, photocopiers, computers, Compass, etc).
Manage the contractual process for businesses employed by the school (e.g. School Canteen provider, Uniform and Booklist providers).
OH&S Management including Policy and Procedure implementation
Identify and document risks and issues and develop effective strategies adhering to best practice.
Proactively manage issues and work with staff at all levels to find effective resolutions.
Provide information to and communicate with all stakeholders (staff/visitors/contractors etc.)
Sound knowledge of EduSafe, Return To Work, WorkSafe, OH&S Management systems/Hazard guidelines/Policy and Process as per DE guidelines and Work Safe guidelines.
Ensure that a safe and healthy workplace is established and maintained, which conforms to compliance standards.
Human Resources Management:
Provide oversight to the Human Resource processes within the school.
Provide support and training to staff to ensure the development of team capacity and a sustainable administrative structure.
Manage the Performance and Development process of the Educational Support Staff in consultation with Principal.
Relationship Management
Build and maintain effective working relationships with internal and external stakeholders.
Provide responsibility for the management of significant areas or functions within the school to support student educational services, which contribute to the overall management of the school through policy formulation and decision making involvement to ensure positive educational learning outcomes for students.
Establish communication strategies to disseminate information, monitor progress and provide opportunities for information exchange.
Work cooperatively with the Principal/Leadership to provide a range of services to support the goals, values and behaviours of the school and DE.
Buildings and Facilities Management
Project management of school building and grounds projects including engagement of necessary trades and meeting timelines.
Development of a comprehensive School Maintenance Plan which will ensure that the conditions of grounds and buildings are of a high and safe standard.
Oversee, in conjunction with the Compliance Officer, the school¿s AIMS profile ensuring data is up to date and compliance works are performed within required timelines.
Oversee, in conjunction with the Compliance Officer, DE reporting and compliance requirements in relation to buildings and grounds.
Coordinate the work of the Maintenance Team in prioritising competing grounds and maintenance demands within the school, including support of school set of events and facilities for staff curriculum program preparation.
Oversee and have a comprehensive understanding of school mechanical, electrical and hydraulic systems and maintain operational manuals and servicing requirements.
Management of school facilities budgets and ensuring procurement requirements.
Management of, in conjunction with the Compliance Officer, contractor compliance requirements including maintaining Contractor Registers, OHS inductions and supervision of trades.
Assist the Principal and/or Compliance Officer to ensure that all OH&S requirements are met and compliant.
Ensure that all building works carried out meet statutory requirements.
Manage hire of facilities inductions and provide hirers with keys/fobs and advice according to school internal requirements and DE policy and guidelines.
Management of school cleaning contract.
Ensure compliance standards and servicing for school machinery and that repairs of school owned assets are carried out.
Identify and document program or project risks and issues and develop effective mitigation strategies.
Provide expert knowledge regarding Tender Processes for Canteen, Uniform and Textbook suppliers, etc.
General Skills
