An exciting opportunity exists to join the Corporate Services Division in the IMT Branch, Business Relationship and Engagement Unit as a Business Analyst in an ongoing full-time position.
The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. We provide high-quality curriculum, assessment and reporting for all Victorian students birth to 18 years.
Role Purpose
The Business Analyst contributes to the development of technological requirements and the analysis of solutions for the department. The role engages with stakeholders and undertakes business and data analysis to generate insights, inform planning and support future technology scenarios.
As the primary liaison between business divisions and the IMT Branch, the Business Analyst acts as the “front door” to ICT services. The role elicits, clarifies and documents business requirements; captures and triages service requests; supports demand prioritisation; and translates business needs into structured briefs for the Enterprise Architecture Unit and downstream delivery functions.
Working closely with business stakeholders and relevant IMT units, the Business Analyst documents business requirements and supports the development of functional specifications for approved initiatives. The role helps bring together business context, user needs and technical considerations to ensure requirements are clearly defined, understood and ready to inform solution design and delivery.
The Business Analyst facilitates collaboration among business stakeholders, technical specialists and delivery teams to establish a shared understanding of problems, desired outcomes, dependencies, risks and constraints. The role supports options analysis, process improvement, benefits identification, and the development of business cases and recommendations, ensuring proposed solutions are evidence-based, fit for purpose and aligned with departmental architecture, security, information management and governance requirements.

About the Division
The Corporate Services Division supports the VCAA in delivering high-quality services through strong governance, operational support and enabling functions.
The IMT Branch plays a key role in supporting the organisation's digital, technology and information management needs.
Within the IMT Branch, the IT Projects Unit is responsible for leading and delivering complex ICT projects that support organisational priorities and contribute to implementation of the VCAA ICT Strategy and roadmap. The unit works across business and technical teams to provide structured project management, strengthen governance, coordinate delivery resources and support consistent, transparent and disciplined project delivery practices across the branch.
