The HVDSR program is focused on improving heavy vehicle driver competencies and road safety outcomes through the implementation of an updated National Heavy Vehicle Driver Competency Framework. These reforms are designed to ensure that drivers are equipped with the necessary skills and behaviours to operate safely and responsibly on Victoria’s roads.
The Business Analyst, Heavy Vehicle Driver Safety Reform (HVDSR) plays a key role in the successful delivery of the HVDSR program. Reporting to the Project Manager, you will work closely with Road Safety Victoria and the VicRoads joint venture, as a critical role within the project team responsible for implementing the HVDSR initiative.
In this role, you will support the Registration and Licensing Management and VicRoads teams by providing strategic analysis to inform project decisions. You will work closely with stakeholders to gather and define business requirements, identify opportunities for improvement, and support the successful delivery of project outcomes. Position Outcomes / Accountabilities
· Collect, analyse, and interpret data to guide strategic planning, development, and continuous improvement of the HVDSR project.
· Develop and maintain tools to track project performance, including timelines, KPIs, and resource utilisation, ensuring project milestones are achieved within agreed parameters.
· Collaborate with stakeholders, including Registration and Licensing Management, VicRoads, industry bodies, and training providers to understand business needs and translate them into clear requirements.
· Support project governance by identifying data trends, assessing risks, and ensuring compliance with national and state regulatory frameworks.
· Uphold DTP’s data governance standards by ensuring compliance with privacy and security policies and support responsible data sharing to inform evidence-based decision making.
· In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities
Key Selection Criteria
The Department of Transport and Planning is seeking a motivated and analytical Business Analyst to contribute to the Heavy Vehicle Driver Safety Reform program. This is an exciting opportunity to drive improvements in safety outcomes across Victoria’s transport sector.
In this role, you’ll apply your critical thinking and problem-solving skills to deliver practical, data-informed solutions that support reform objectives. You'll analyse recurring issues, develop process improvements, and provide meaningful recommendations that align with broader business goals. With a strong commercial mindset, you'll identify operational efficiencies and manage vendor performance, ensuring accountability and value for money.
Your project delivery experience will see you define key deliverables, track progress, and guide stakeholders through complex change. Your ability to communicate clearly and with impact will be vital, whether preparing concise reports or engaging diverse audiences with tailored presentations.
Strong stakeholder management is essential—you’ll build collaborative relationships, resolve issues constructively, and ensure satisfaction through responsive, value-adding service. Data literacy is also critical, with the ability to source, structure, and visualise data to inform decision-making. Advanced Excel skills, including formulas, pivot tables, and chart creation, are required.

Qualifications and Experience
Mandatory
· Relevant experience in similar Business Analyst roles
Desirable
· A tertiary qualification in a related field, or strong Business Analyst analysis experience
· Strong communication and negotiation skills and the ability to present complex information in a digestible form.
· Proven ability to develop and maintain strong partnerships with key stakeholders.
· Demonstrated knowledge and experience in driver licensing, regulatory reform, or heavy vehicle sector.
