Budget and Finance Division
The Budget and Finance Division plays a key role in the delivery of the State Budget, and monitors and helps to manage financial and operational performance by Departments. We also provide advice on departmental and agency reviews and provide Budget advice to Cabinet and Cabinet sub-committees. The Budget and Finance Division brings together people with financial management, policy advice and program oversight skills to provide timely and high-quality budget and spending advice. Key Accountabilities
Analysis, Innovation and Improvement
- Applying knowledge of accounting and finance to provide advice on financial impacts of government decisions by undertaking financial analysis and interpreting financial statements to identify financial impacts and extract greater detail or understanding;Use financial management systems and Microsoft Excel to update, consolidate, report and analyse monthly, quarterly, mid-year and annual budget and actual financial information and preparation of commentary for reporting purposes;
- Providing budget and financial management analysis and advice on a variety of whole of government issues including budget and resource allocation. This could include funding of government services and programs and fiscal strategy;
- Assist with the authoring, planning and coordination of briefings and other financial inputs to decision making for a range of publications, budget documents and financial reports; and
- Contribute to the critical and constructive challenging of processes and identify opportunities for improvement, innovation and knowledge management across Portfolio Analysis, the Division and the Department.
Leadership and Teamwork
- Taking responsibility for and as required leading the coordination and performance of specific tasks to the required quality. This will include working with direct team members or other teams across PA, the Division and the Department to deliver work priorities to meet strict deadlines;
- Supporting and contributing to Departmental goals, demonstrating organisational values and behaviours, and a commitment to personal and professional development; and
- Contribute to the maintenance of a positive and healthy team culture.
Stakeholders and Influence
- Establish and maintain effective relationships with key stakeholders within the Department and with other central and portfolio agencies; and
- Proactively seeking solutions to issues that arise in a fast-paced environment and delivering outcomes in a responsive manner to assist the completion of urgent and/or complex tasks.
Key selection criteria
- A demonstratable commitment and motivation to work in the public sector.
- Demonstrated ability to use financial management systems and Microsoft Excel (including pivot table functionality) to contribute to consolidation, reporting and analysis of budget estimates and financial actual data.
- Demonstrated strong numerical skills, and experience in budgeting, financial accounting and reporting including an understanding of government's key fiscal aggregates and the impact of transactions thereon.
- Demonstrated experience at being able to clearly and concisely present written information and data to highlight high quality options or alternatives and recommendations for decision makers including good computer literacy skills particularly with Microsoft Excel, PowerPoint and Word.
- Proven teamwork skills with the ability to deliver assigned team priorities and maintain performance standards whilst supporting a positive and healthy team culture.
- Experience in building and maintaining productive and positive relationships with key internal and external stakeholders, including an ability to understand the environment that you are communicating in and the ability to work closely with others in an effective and efficient manner.
- Desirable qualification: An accounting or finance qualification.
Experience and qualifications
The successful candidate will have a background and/or experience in the provision of analysis in the following areas:
- The development of policy options, demonstrating an understanding of the direct and indirect impacts of various courses of action on resource allocation and other areas of business; and/or,
- The analysis of budget and financial management issues, including monitoring and assessment of consolidated financial performance, evaluation and development of costings, position, outlook and risks.
